They need a villain to feel like a hero. It puts a face on their fears and gives them a windmill to tilt at, instead of living in a state of free-floating anxiety. It allows them to garner sympathy as a victim, praise as a martyr, or respect as a fighter against the villain. Of course, this never lasts, so they need to take another hit.
