You can just distill (boil water and collect the steam and let it cool into water) the water to get the salt out. If it's just salt that should be good enough.

But when you see reactor towers what you really should be thinking is that's a weapons manufacturing plant not a power station. The reason reactors are such crap is that they are factories for weapons grade enrichment not really power generation. There are these new thorium reactors coming out. These thorium reactors are designed for easy disposal and to fail closed. The fuel is put in a rector chamber that is modular and self contained.
