Even if he can't be kicked out, there's all sorts of ways that motivated landlords can make tenants' lives very unpleasant, such as repeatedly shutting off the water (Phil can ask Slingblade about that one) until they leave. Phil's autistic retard stubbornness and willingness to live in squalor give him an advantage in such situations, but it is offset by his bad temper; if he can be provoked to actual violence against a landlord or neighbor, no matter how feeble, he can be kicked out with 24 hour notice.

And depending on what kind of reference he gats from his previous landlord, finding new housing might be VERY difficult.
