It's a toss up for me because Oregon is well known for their lax medical laws, and they hand out transition surgery like candy to anyone. I believe you only need to be 15 to give medical consent as well, so if they'll let a 15 year old get major surgery I dont doubt phil could. We know grifting the system for gibs is one of Phil's sole talents so it's not improbable to me that he could navigate the medical system in a place that makes it as easy as Oregon.

The big transition saga also coincided with slingblade being around and I have no doubt that slingblade was constantly pushing phil to get the surgery (if only to further validate her own transness but we can save that convo for their thread).

I would be giddy if it was revealed that Phil lied about getting the surgery tho, terf Twitter would have a field day.
