No, this is unfortunately not the case.
A higher amount of potential Republican votes are tapped compared to potential Democrat votes. Many of the kind of people who are susceptible to Democrat messaging are also the kind of people, by and large, who cannot be bothered to actually go out and vote.
That is why universal mail-in is a boon mainly to Democrats, they have the lazy-person vote, especially the lazy minority vote, locked down pat. It's just they don't turn out. Hence why they need ballot harvesting so badly.
