I was divided at first about the dogs. Especially after Oval Pawffice s-purr-ead his autism all over them. But if one of them is biting government officials, they can't be that bad.

Major's last victim was an NPS employee, probably one of the wagies who takes care of the White House grounds. And the other one was apparently Secret Service. They aren't the kind of government officials who need to be bitten by dogs, those are your presidential appointees, confidential advisors, people like that.

So is he asking for "volunteers" because he's pretending this was unintended and is a temporary situation? Or is this because he needs to find a way to fund CBP without literally funding CBP and the solution he's decided on is to pay them under the table laundering the money through other agencies instead?

Why not both? I don't know why anyone would volunteer for a detail like this, it's basically like telling your supervisor, "Hey, I'm pretty useless, can I go fuck around somewhere else for a few months?" Even if you have tenure, that's not the message you want to send.
