You're entirely correct. Pokemon can only learn up to four moves at a time, no matter what pokemon you have or how rare it is. Groudon, Diety of the land and the pokemon responsible for raising the continents? Four moves. Palkia, Deity of Space that lives in an alternate dimension? Four moves. Arceus, the literal God (with a capital G) of the entire pokemon Universe, who created it with it's 1000 arms? Four moves.
