Late to the convo, but a few of the redditors on some of the threads regarding the BL drama have pointed out something of interest; an apology is not necessarily seen as an admittance of defeat by eastern cultures, but a quick and easy tool to settle anything from inconveniences to arguments. So Miko's and Marine's hiatuses would probably be viewed, at least by the girls themselves, as less of a punishment and more as a show of good faith that they will completely move on from this. Proof that they are being the bigger men (women).
This can come off as bizarre to fans, especially Americans who haven't yet been beaten down by the hell that is customer service; they would only see an apology as a last resort after all other methods of getting out of hot water has failed. Instead of being a display of (virtuous) humility, saying sorry is considered proof that they have nothing left to defend themselves. Granted, the two are still giving people like that author an out for crap that they (the author) started in the first place, but I can tell you from experience that the Chinese and the Taiwanese do this all the time too.
