Nobody is born with a personality disorder for the very straightforward reason that nobody is born with a fully-realized personality. That’s why those disorders aren’t diagnosed in childhood.*
In Stapphy’s case, from what has been presented here, it seems to me that her parents probably thought (as many well-intentioned but incorrect people do) that adopting and “just loving” a drug-exposed neonate was enough to undo all the biochemical repercussions of a toxic uterine environment. Love, despite what the Beatles would have you think, is not all you need. Neonates exposed to serious street drugs in utero have much higher rates of neurological and physical issues that interfere with development, as another poster noted, but more to the point: they can be extremely difficult to care for due to their hypersensitivity to stimuli. I suspect her parents were wholly unprepared and overwhelmed and didn’t do the best job of helping her learn to regulate a nervous system that was overtaxed out of the gate.
As for her abuse claims, I think she’s very unhappy in her relationship with her parents but also doesn’t have the emotional or higher-level cognitive skills to repair what needs mending. For their part, they seem terrified of her moods and rush to placate her, except for moments when they get frustrated and ask her to do something simple or try to set up a firm boundary, and her response is total meltdown or suicidal gesture. Not a great set-up!
Stapphy would love to have something firm to point to as evidence of actual-factual abuse but I think all she’s got is a very disordered family system. Which sucks! But is not the same thing. And I suspect if she latched onto something minor, it would only be to roleplay as an Abuse Survivor, because her identity is still so unrealized.
Tl; dr: it’s more casting about for a way to understand herself in a manner that is both maladaptive and harmful to others.

(also not that it remotely matters but the eugenics movement is far closer to 150 years old, having originated from the basis of Darwin's Origin of the Species, in 1859, then Herbert Spencer's 1864 Principles of Biology, though Spencer himself was neither a Social Darwinist nor a eugenicist, and especially Darwin's cousin, noted polymath and minor bitch Francis Galton, starting in 1859 and crystallized in his 1869 Heredity and Character + Darwin's The Descent of Man the following year,, all in concert with the prevailing racism/scientific racism and Social Darwinism/pro-aristocracy/anti-poor sentiments and paternalism of the time. NONE OF IT MATTERS but saying "eugenics is a thing that's existed for about 100 years" is so strange. Since Staph started getting into larping as a foraging herbalist I have thought it's going to end with her mis-identifying something and poisoning herself. I have read a few stories about very knowledgeable foragers fucking up with mushrooms. Staph will almost certainly fuck up if she starts eating random mushrooms she finds.
