Thank you for posting this, I have finally managed to read it all. I have experienced the business part of Chinese being frauds trying to scam you at every step myself: long story short we were offered a fantastic contract and invited to China for negotiations; I have written the contract they agreed to and so on. All was ready to go, I got my passport and so on, but something felt off, they agreed to everything too easily - it was too good to be true. I have found a company checking the credibility of Chinese companies for a small fee (pocket money compared to the trip to China costs). The report came in extremely negative: the company offering 1m$ contract has a registered capital of 50$... The scammers invite the companies from all over the world and tell them that before negotiations they need to exchange gifts "as a sign of good will". Scammed companies buy jewellery and expensive watches and receive in return sealed packages, which later appeared to contain cheap candy. I have wasted two weeks on writing that fucking contract, but at least I saved the company a lot of money, and got a passport (which I have never used for the past 6+ years, but yeah).
The non-business part of the story also is believable to me - Chinese don't care about injured children on the streets, so why would they care about foreign devils not speaking their language. The Chinese believe that the outside world has nothing to offer for them and they take advantage of people not knowing their language, law system, culture and so on. At least one company from my region had a factory in China - past time used on purpose, because after first shipments of faulty products the investment became unsalvageable.
