They're not stupid or dishonest, Bob is actually being 100% honest here. Leftism is and always was about power. Its a "moral" high ground they can stand on and get the naive bleeding hearts (women, teenagers, slow adults) on their side. While there are some people who think leftism is sincere, their leaders do not believe in or have conviction about these issues. They eventually get the social "progress" they want on move on. Because it was never actually about the issues for them, it's just a tool.

This is also why the modern conservative movement has failed; they use the techniques of leftism which turns them into them yesterday's progressive (e.g. "lady" maga). They are conservatives that ride the coat tails of progressives and conserve nothing. Now that leftism has firmly taken root in media, education and especially social media you can expect a whole generation of Bob Chipman.

To Bob, the big states fucking over the small states is good and how it should be. He thinks that all the red non-coastal states are purely propped up by the worth and labour of the blue coastal states and their metropoles, and that they should be discarded because they're obsolete and full of backwards white people who don't add any value to the world. Bob really and honestly believes this and thus believes it is a moral imperative to destroy the filibuster and the electoral college to disenfranchise the red states as much as possible. Bob is notably and openly against democracy if it involves the wrong people having a say in anything. He wants obsolete white people to merely have worthless elections only over minor things that nobody cares about so that there's a veneer of democracy, but the obsoletes don't cause any damage with their backwards beliefs.
If it was up to him, which, luckily enough, will never happen because Bob is always further down from any metaphorical and literal perspective, he'd cut off all non-metropolitan areas from everything. Allow people to move to the cities, although if they voted wrong before they'd have to undergo extensive "re-education" to be allowed in, if at all, leave those who don't want to to fend for themselves. The non-metropolitan areas are to be left to nature as well as indigenous and brown people. White people still out there would likely not be allowed to farm or hunt (because back to nature, and only indigenous people are allowed to live off the land), and would be prevented from doing so with weaponized robot dogs. Maybe good metropolitans can go and watch obsolete rurals like in Brave New World (especially the new TV show), or maybe just hunt them for sport.
It cannot be overstated how utterly vile Bob's beliefs are. There is a reason why the "MovieBob or Nazi" quizzes are actually kinda hard for people not well versed in Bobology. He is quite literally the kind of guy who'd go "I can't 'dehumanize' my enemies if they're not human to begin with".
