Actually all of this has moved at break neck speed compared to most other federal cases of this nature I've seen (vexatious litigants they'd like to see wait, unnecessary filings, etc.), and you're obviously aware of what I'm referring to. Suppose that is true, for the sake of the argument, you somehow failed to read the rest. Let me highlight it for you, because you are bad at reading:

Fayetteville Investors v. Commercial Builders, 936 F.2d 1462 (4th Cir. 1991) (holding that Rule 12(b)(6) dismissal grants Res Judicata (All of Mel's complaints have been dismissed this way)), Eriline Company S.A. Edgardo Bakchellian v. James P. Johnson Universal Marketing Group 440 F.3d 648 (4th Cir. 2006) (holding that the court can sua sponte consider and decide to dismiss a complaint due to Res Judicata)

However, the first applies as well. Like Mr. Hardin has mentioned, the courts have dismissed your complaints with similar enough claims for Res Judicata to apply. And it will definitely apply if you sue him for appropriation in Florida as you promised. Anyhow, your claims on Moon are based on the same facts, you just switch up the statue you are suing for. Therefore, (Loe v. Armistead 582 F.2d 1291 (4th Cir. 1978 ) applies here. Courts (even the Supreme One) has recognized that Plaintiffs may try to game the system like you do, and found that even then, Res Judicata applies (Commissioner v. Sunnen, 333 U.S. 591, Taylor v. Sturgell, 553 U.S. 880 (2008 ))
tldr: Res Judicata can dismiss suits, and it is triggered by either "essentially the same allegations", or Rule 12(b)(6) dismissal, both of which you qualify for, no matter how much you try to dodge
