A Hamas government wouldn't have any legitimacy, because they're a bunch of terrorists, and the international community knows this full well. Militant groups like Hamas aren't interested in building a functioning state; they simply want to destroy Israel, and if what's supposed to be the governing body of the Palestinian territories were ever to do away with any pretense of being a legitimate state, then that simply grants Israel the license to do the same, and the odds are not in Palestine's favor.hamas getting elected in the west bank would end the political division of palestine and unify all palestinians under one government, it would give a ton of legitimacy (both internationally and internally) to hamas, and open up a lot more operational area to use for their future attacks on the jews. gaza is relatively easy to seal off because its borders are neat and tidy, but the west bank is much larger, less densely popoulated, and israel can't just blockade it completely because there's a bunch of jew settlers in the area too
The West Bank is largely blockaded already, with the Israeli-West Bank barrier, and while the West Bank is bigger and less densely populated than Gaza, the geography of the region would be somewhat of a double-edged sword for Hamas, since there are more places to attack, but less places to hide. Not being able to hide amongst civilians in densely populated streets would make the Israeli rules of engagement easier, and in the absolute worst case scenario, Israel could simply withdraw some/all of it's settlements, as they did in Gaza.
