Since I left my rental because there were hornets in the side of the house that the landlord wouldn't fix (it wasn't habitable), and it had nothing to do with money or food, I'm certain it was her flawed character. Other women opened up to me in private about this woman's habit of trying to call CPS on young women with babies.
The lady called CPS because she isn't right in her head. People in that county were just plain weird. They also had a ridiculous habit of using CPS to avenge bruised egos in a power struggle.

It is. The lawsuit got dismissed because:
1. You couldn't find correct law to sue under that bypasses the immunity (for example, see Gunter v. Atlantic Coast Line R.R., 200 U.S. 273, 284 (1906) ).
2. You didn't allege constitutional violations well enough to bypass immunity (Smyth v. Ames, 171 U.S. 361 (1898 ))
3. And like the Judge pointed out, you failed to state a claim upon which relief can be granted. Such dismisals are rare, because they carry the full power of res judicata (Fayetteville Investors v. Commercial Builders, 936 F.2d 1462 (4th Cir. 1991) )
Failure is still a failure. In your case, the failure is massive.
It's possible to bypass it, but clearly she failed.

Basically if you get your case dismissed because you failed to state a claim upon which relief can be granted, no matter if it was dismissed with prejudice or not, you are no longer allowed to refile. The court sees the matter as settled/solved. It means "a matter judged."
