I recall this too; I may be off base but I think trans people said they were concerned the mismatched ID would "out" them and expose them to violence.The initial identification was allowed, through the pretense that it's to make them feel better at airport and such where their 'appearance' didn't match the ID, but people were bad at clocking trannies. But in reality, I thought it's more like the Nazis, is too hide away the homos from society.)
Now it's just framed in terms of dysphoria and e.g. Kevin is never going to get outed by his passport because anyone can tell. This is also how we've ended up with "X" as a gender neutral indicator on some government IDs around the world, which is literally the opposite of trying to avoid outing them.
