Gura achieving 3M subscribers is quite a feat on it's own but if you put into perspective how rampant her growth has been it becomes clear this might be a phenomena.
Here's a cool website I found graphing the sub count of the holomems. Gura obviously being that outlying blue line you see.

Some other interesting facts you can spot with this graph is Ayame raking up subscribers at the same speed (or faster!) than her peers who are streaming daily. Note that Ayame hasn't streamed in more than a month.

Here's the comparison between Ayame and Watame who streams daily. Also all the 5th gen who stream almost daily.

IHMO Ayame could easily compete with Pekora in terms of numbers and popularity if she wanted/was able. No idea about her health and the rumors about her having a more busy private life. Until we get some evidence it's just rrats.
She's got incredible charm and even holomembers are dazed by her. It's something hard to quantify or describe but it's clearly what you need to become really popular.

Edit: Obviously all holos profit from fans that sub to all/most holo talent because they love the brand but here's Shion who stopped streaming, as well, in comparison.

That's the initial hook, then you find out she's a sweet-tempered country girl who grew up watching TMNT.

Her English is actually fairly good, better than any of the non-Coco (and maybe A-chan?) JP girls. She still has a heavy accent, but she can reply promptly without having to plan or sound out the sentence beforehand.

She actually speak quite a bit of English, and have much better grasp at comprehension than probably all of Holomems beside Coco and overseas branch. She also respond to English SC a lot, so overtime EoP got drawn to her. Plus, she was mention occasionally in Meme Reviews as Reine's mama; that help too.

I really don't get Ayame. Is her popularity simply because she's cute. I mean, she's damn cute, but she also never do anything particularly innovative. The episode of HoloGra she appear in almost double the views of other episode, even Coco's last appearance (which strange enough have normal amount of views). Can someone explain Ayame pull beside Ayame cute? Ayame cute.

Mori is pretty much guaranteed to be the EN that collabs with STARs. Others are kinda in the spot where they could do it but do they want to do it. Kiara really hasn't mentioned STARs collabs outside that one time when she said HoloTalk would start including STARS when she is done with the girls and that will take a while.
Trinity is kinda weird where i really could only see Ina collabing but that's only because she seems to be fan of Pizza Dad.
Gura is too big for them and Ame knows she has those kind of fans so she doesn't want to upset them.

Oga should just have said that they are afraid of the insane gachikois and they prefer the status quo, except some cases like Matsuri, Fubuki and Calli because they dont give a shit, i like to annoy Frend simps saying that she is getting blacked by Oga

Calli is the only one that i think interested in collab with holostars tbh. Kiara if i remember correctly says she is not interested in collabing with holostar. Ame interacted with astel before in twitter but they haven't done any collab. Ina is questionable imo and Gura doesn't even do that much collab outside holoEN. Temper your expectations.
