But in California they legally cannot put a father on the birth certificate unless they are physically present to sign the certificate and attest they are the father if the couple isn't married. It takes a DNA test to put him on the birth certificate plus him showing up in person in California.

The laws regarding who gets put on the birth certificate in California after there to prevent random dudes from being put on the hook for support. It forces unmarried women to do the work and actually get the guy to show up. Doesn't matter if you know who daddy is. You can't just put him down without his active participation if you aren't married to them. If you ARE married, the legally married spouse is assumed to be the father and is automatically added.

First, unless you did something that required police to tie you to the scene, it is the sex offender registry that usually carries the legal demand that you submit a DNA sample; and second, that information is usually only available to law enforcement only. You could perhaps subpeona law enforcement to look in the database for a paternity test, but they would likely ignore it since it is a civil case.
