You could see a glimmer of this after the Ellis beatdown where, in a moment of unguarded honesty, Bob let slip he actually has no friends and doesn't know how to be a normal human.
Another factor, depending on the childhood I suspect Bob had, could be he was raised by parents who praised everything he did and always told him what a special little man he was and that all those other kids who laughed at him and called him a faggot just didn't understand his brilliance.

Come on, we all know the Robot Chicken sketch that best represents Bob.
I think the one scene that epitomizes Darkwing Duck as a character was from the episode "Life, the Negaverse, and Everything".
For context, DW is accidentally sent to the alternate universe his archenemy Negaduck lives in, the Negaverse. There, he encounters heroic versions of some of the villains he's faced in the past, who ask him for help in stopping Negaduck.
This scene says so much about Darkwing Duck. Sure, he wants to find a way out and refuses to help, but as soon as he learns Negaduck is the guardian of his daughter Gosalyn's Negaverse counterpart (kind of implying a harsh upbringing), he sobers up and realizes how bad things are in Negaverse St. Canard, not just for his daughter. Sure, Darkwing can be selfish and incompetent, but deep down, he still cares about others, and will take things seriously when the situation calls for it.
Even a goofball like Darkwing Duck still has more depths than a character like Captain Marvel.

It makes sense if you disabuse yourself of the idea that "Nazi" is an intrinsic attribute of a person. The Wokester slur "Nazi" means nothing; it is just the Woke's label to declare someone ripe for dehumanization or worse. You'll recall how TeamImpossible deals out this label like Halloween candy.
By contrast, we Nazis are very civil and level-headed. We dehumanize people, yeah, but we don't resort to guilt by association. We don't say "a tranny sitting at a table with nine people are ten trannies".
