As for the people saying that she could suffer legal repercussions for coercing Chris to commit a felony, I cannot fathom a situation in which you could argue that someone was coerced to commit rape except under threat of physical violence. There is no evidence that Chris was coerced. He's just an incestuous rapist, and Kelly is just a piece of shit that finds it funny. There's only one criminal here.
"Accessory before the fact" / "Complicity" charge only requires one of these:
1) you were aware of the rape and did nothing to prevent it
2) you encouraged the rape ("psychological influence") < this is enhanced by Chris being mentally disabled and Kelly being of sound mind
This makes you a "principal in the second degree" and you're legally an accessory to the rape.
If the prosecutors find Chris' texts with Kelly (and they will) and she encouraged him, I'm pretty certain she will be charged.
