I'm not sure about California and Hawaii, but in the Euro countries those initial peaks were in March/April 2020 so in many cases the mask mandates were brought in while or just before the virus was naturally suppressed over the summer, and then it peaked again during the following flu season.

And within that tiny fraction of one percent, you see a gigantic over-representation of people with 1) already frail immune systems, 2) a collection of chronic Old People Issues that lead to category 1, and 3) metabolic syndrome, largely from obesity, which leads to category 1. Which means the true risk to someone who is chronically unhealthy likely goes up to something around...say half a percent. For someone who isn't, it's something like a thousandth of a percent.
