I suspect he's not getting any from the government, at any rate. I think I believe him when he says he's not quite making ends meet via Patreon alone, and that tracks pretty well vs. approximately $1000/month rent at Crocker House, utilities, and his wasteful habits.

Not being able to make ends meet on patreon bucks alone could also be one of his lies, just like not eating bread, getting kicked out of a cab, starving trying to get down to 150lbs, only having a woefully outdated laptop and ordering food because he lives in the middle of nowhere.

My guess is that Mama Alley's original intention was that Jake would live on a combination of Patreon and savings until he started working to support himself. And of course, instead he remained jobless and made ends meet by begging more money (and tendies) from her and letting bills go unpaid.
Or, as you said, all of it could be a lie. But I think there have been enough hints dropped that at least the broad outline of this story is true.
