I think it's an unhealthy mix of schedule autism, laziness and ego.

He can't trust anyone and he knows that his fans are all "special"...look at the fucking fan art! The fan-made TIHYDPs were shit as well. At the same time can't be asked to learn new stuff or literally work. There is also risk involved...imagine he would upload his mental breakdown like @TheKatIsNowGone did...even less fans would be left.

Phil wants to be an efficient scammer but is too lazy to create obvious opportunities. Quick buck, quick buck, quick buck! His countermeasure for less tips/money is more begging.

Although, that video was a reminder of a few awful things. One being that Phil definitely did try to cash in on the REACT moneywagon. Second that "professional voice" that Phil used to do in his intros that completely breaks any illusion of him being "real".
And as annoying as goat laughs are, I'm grateful that the seal clapping is no longer in rotation. Holy fuck the first few minutes of that video are painful and it's hardly because of the fan's editing.

I’m going to take the notion that watching a fanmade TIHYDP in order to sanitize and approve it before putting it up on his channel was either too much work, too much a blow to his ego or both and so he never did it again and I’m going to knit that thought into a comfy blanket to keep myself warm for the winter.
