It really depends on the local country and customs and the wishes of the deceased and their family. He offered tens of thousands of dollars for it. In criminal law, there is an element referred to as "evil mind". You have to have an intention of committing a crime to be held to the legal standard. A contractor showing up at your house to do repairs on the wrong date because the Secretary punched a number wrong is not guilty of trespassing, even though he had no right to be on your property at that time as an example. But if the contractor deliberately changed the date and time just so he could catch the missus in the Shower, well, then he is guilty.

In this case what matters is not what you or I think the threads value is. It's what BYUU thinks it's worth, and apparently he thinks it's worth quite alot.

Late and off-topic, but US also has resident cards (those famous green cards) and gives everyone arrived through proper channels an alien number. It amazes me how little American citizens know about immigration process, but if you go to the USCIS website (https://www.uscis.gov/), there are pretty good explanations on all the intricacies and fees for filing (fees are only waved for refugees).
Also, there's a separate requirement to obtain a work authorization - if it's not a place that just pays cash.

Japan might be more strict in the sense that you have to carry your PR card everywhere and have it on you at all times, but US has similar bureaucratic frameworks, it just isn't that autistic.
