There is a slight difference. Chris is mentally ill, and the woman he raped was a dementia-riddled senior citizen. We also have reason to believe Isabella Loretta Janke manipulated him into doing the deed.

Russell is (mostly) in his right mind, and he's shown zero inclination towards elderly women. He prefers younger women- while they may get his dick hard, they also have a better chance at fighting back, and by all accounts Russell is a coward in physical confrontations (with men, anyway. I don't think there's been an account of a woman getting physical with him.)

Russ is more likely to assault a woman too drunk to fight back, or he may use legal threats to get what he wants (which is still rape, Russell.) But I really think the odds of either happening are small. He presents himself as the only nice guy in the world, and a rape charge would really hurt that image. Hell, even when he did take women to court, it was more so he could force her to listen to his plights (because he thinks that if he could just explain his side, everyone would agree with him. The problem is he has explained his side many times, and his side is so abhorrent that nobody will agree with him.)

Pulling a Chris-Chan is beyond Russ, I'd say. He's more likely to use emotional manipulation and legal threats to get what he wants (and as we saw with the Eirika saga, he did use both: he threatened to go to her house and kill himself on the front porch, and he dragged the poor woman to court. Thankfully, he lost his case.)
