Why are you guys convinced he can't obtain/ has no access to a gun? Doesn't he only have like a class B misdemeanor in Utah? As far as I'm aware, that shouldn't make one a prohibited person for NICS. In any case, he can go on armslist or a local classifieds and do a face-to-face purchase (afaik also completely legal where he is) from some random hick/nog. If he was really devious, he might even be able to finish a P80 kit and have a pistol completely off the books, but that might be too complicated for him considering his mental capacity.
