My expectations are that after a short period of Ralph putting in "effort" and being re-buffed he will essentially say, Xander can come and find me when he's of age.

The only thing that might alter this, is the fact he has an online presence which might shame him into action as being a deadbeat dad is an easy thing for people to score points on.

Man I hope that's true but I doubt it. Ralph is pure white trash who will take a family dispute and smatter it all over so everyone can see. Faith is close to 20 now, she can access the internet whenever she feels like it, bitch can go to the god damn library if she wants. Ralph just wants to hurt the other family because he's a big fat piece of shit. It was probably a combination of things, but I think having someone around who wouldn't crush the baby in a blacked out stupor was probably a big one. The honeymoon period was over as well. Gunt had humiliated Faith with the sex tape, tried to get a proud pansexual to have a threesome, and allegedly been physically abusive. Her East Coast adventure was no longer just booze, drugs, and Guntfucking. It was time to go home. She's such a dumb bitch that she might have done while pissed off regretted it as soon as she got off the plane, but it was too late to turn back.

I hope for the sake of Xander that Gunt is lying about Faith still being that into him.

When she was living with Ralph, she was telling Ralph one thing, her family another, and was also in touch with her ex-boyfriend, who she was feeding stories as well. This is really nitpicky, but is there any more to be said when Mr. Vickers mentioned returning Faith's belongings? Maybe there's a connection to all of this.

Were we even previously aware of Ralph holding on to Faith's possessions after she ran back home?

Maybe her laptop, which would be interesting since Ralph may want it for cached DM's and other private info for blackmail. But most likely he's just being white trash and keeping anything to spite the Vickers.

I assume it wasn't part of any legal decision or else he would have given it back by now. But it's another interesting part of the trailer trash drama that I would love to know more about.
