I know some people hate horseshoe theory but you could replace it with white supremacist terms and it would all fit.

It's a sort of mirror thing. White supremacists are, as white people, already part of the most powerful group in the Western world, and the notion that they're in danger is just paranoia. Meanwhile, these guys are part of a group that has been and continues to be subject to violence, but their group is too small to really be powerful in the revolutionary sense they're talking about. The two groups are at once equal and opposite in their delusions.

Phil cuts out the middleman by being cis and white while advocating revolution against cis people and whites.

Because he's so autistic that real life is cosplay for him, and he's cosplaying "badass translatinx chola." That a SWAT team might take his bullshit seriously or someone might just defend themselves with deadlier force if he starts waving around his toy knife in their face doesn't occur to him because he's astoundingly stupid.
