Judge doesn't sign any of these, the attorney signs them and sends them out. The recipient can then go to the local state court and file a motion to quash the subpoena or the recipient can respond with a response filled with objections essentially telling them to fuck off, and then the attorney who sent the subpoena has to file a motion to compel in the local state court of the recipient. Usually third parties choose the latter option because it is cheaper to object than to file a motion to quash or search for documents.
