It actually doesn't, but it does require the foreign judgment be reviewed for consistency with the First Amendment and prohibits courts from enforcing judgments that wouldn't fly here. Since in most cases, this would require something on the level of trying the whole case again except in obvious cases, it effectively makes it a bad move to engage in libel tourism of the "I'll sue you in ENGLAND" sort.We literally have a law explicitly prohibiting libel/slander/defamation lawsuits in the UK from being enforced against US citizens.
