At a federal level its legal (as large points out, you can get in trouble for depicting a real person)
However, at state levels some states don't like it and you could potentially get in trouble for it (mostly deep red states). I personally haven't heard any stories of people getting in trouble for 2d drawings in the US, but it could be possible and if it did happen then you'd have to be that guy who brings it to the federal court to avoid jail.

Alright I'm gonna go by this with bullet points real quick so I don't make a garble of text.
1. Lmao thank god Shad's in fuckin, Switzerland? I think, he'd be in jail for a ton of time for that shit.
2. I am assuming you mean Repub, so I'll go with that, but what do you exactly mean "deep" red? Do you mean strictly Republican or something else that I'm having issues connecting?
3 1/2. I actually read up on this a few years ago, can't remember exactly when, but it was Michigan, and another state that had some dudes getting arrested, but the thing is they weren't charged with the loli claims, they were charged with having actual CP, on their computers, so in the legal stance you can technically say that was a "loli bust" but, I mean, they only got charged for the actual CP.
3 2/2. I do hope at least they make it 100% concrete at some point and not have some poorly described law which is causing "wars" because of it's phrasing, but the world may never know.

Shad lives in California(he moved there to get out of Swizerland's mandatory military service.) And the only time he got in trouble is when he drew suggestive drawings of Keemstar's daughter and Lieutenant Crobis / Soph.

One would presume the reason a new board was made was specifically to contain the gacha generals that, as I understand it, took up an overwhelming amount of space on /vg/, but I guess not.

Simple: Mook is a retard. The only logical reason for creating boards like /vgm/ is for them to function as mostly-general containment boards to ease pressure on /vg/. By expressly forbidding generals, he's spawned two stillborn boards because the generalfags will just stay where they are, and people who just want a casual thread are still going to post in /v/ out of habit and to get the biggest possible audience. Only way to change that fact is to aggressively janny people into migrating, and that's such an assbackwards approach that I'm sure that's what's coming next.

The sensible (and traditional) thing to do is to create a gacha board, and leave everything else as is. You create seperate boards for interests that outgrow and throttle their parent category, not force everyone else to leave.

People on Twitter have been saying "look up 'tv television and film' on google images, it's disgusting, little girls in bikinis, that's literal CP, pedogate is real #darkweb"
They still haven't figured out that it's just shitposts from /tv/, or that it even has anything to do with 4chan at all. They've noticed that most of these images link back to 4plebs, and seem to think that 4plebs is some sort of "pedophile forum". Apparently, this started back in spring, but after being forgotten for a while, people are posting about it again.

I tried explaining it to one of them, going into detail about 4plebs being an archive, /tv/ being full of shameless degenerates, and "/tv/ - television and film" literally being written at the top of the board, but their response was something to the tune of "Are you trying to convince me or yourself? You writing an essay here tells me all I need to know. Enjoy the show :^)"
