Pretty sure offtopic bans are automated these days with a threshold as low as two reports. You can try it yourself by phoneposting and reporting a post as offtopic with both your phone and PC and a vast majority of the time the post will soon vanish. The autists on /vg/ abuse this to purge threads of people/discussion they don't like.
