It's all very simple indian tier PHP5-era code that'll probably take minimum effort if any to get up running on PHP 8. Apparently mysqli is deprecated in PHP 8, but outside of the strange moving parts (e.g the PDF parsing) there's very little attack surface.

Very true, it is actually a very simple system that can be built from scratch very easily. No need to do it in PHP, or base this new codebase off of what existed already. It is a relatively simple API and frontend is pretty decoupled from the backend as far as I can tell, everything is pulled dynamically after the page loads.

A dedicated developer can recreate it in 3 days. It just needs to be done by the current operators and they clearly are incompetent.
