Extorters usually heavily blame their victims after the fact in lorebooks and elsewhere, so I doubt she did this willingly. The victim blaming is part of the purpose of these lore book/doxings, they're meant to the ruin reputation of the victim
I agree with that, these extorters are infamously known for coercing people into doing the worst things they can think of - whether it's killing a innocent animal, these weird ass cutsigns, sending nudes, or even forcing people to drink water off the toilet and self-mutilation. In many cases they degrade the victims ("cutslut", "you could've turned off your phone", "cyberbullying isn't real"), so it would be very odd for that girl to have done cutsigns and killed a cat without external influences.
holygirl222/catkillerlynn was groomed by a dude named Courtbox (TG UID: 5697885930) who was a member of a com group called Kaskar.
Shortly after, courtbox worked with Yuki Efron (TG UID: 5834182855 / owner of the comconnect channel which acted as a link hub for all groups) to larp getting fedded and came back under a different name.
He was later doxxed by ViLE(dox) in March of 2022. No word on if he was ever held accountable for his actions.

Theres a section that encourages you to send a teaser of sorts with a plushy over your genitals. If you shave, apply basic hygene and self care, take a picture at an angle and put on a filter you can pass as a girl online.
So what femboys do is satisfy their AGP needs while at the same time gaining leverage over a target, making them "feel powerful". Its a sort of sick win win in their line of thinking.

Some of this information could be useful to law enforcement, in case someone happens to send a tip. The domain names, records of the CloudFlare nameservers (CloudFlare themselves have to have some kind of records about this, which could lead to the servers hosting the website (possibly Hostinger going off a section of the guide)), email addresses, information from the horse's mouth about how they try to avoid law enforcement (leads for an investigation). Additionally, you can send this guide to someone you suspect is being groomed or is at risk for this and prove to them beyond a shadow of a doubt that this kind of thing is happening.
Also, here's the whois information for another domain mentioned in the guide. Also, I don't know for sure if this works 100% of the time, but sometimes looking up the whois information of NameSilo domains through ICANN can show the actual registered state of the domain, regardless of domain privacy. PrivacyGuardian shows Arizona on all other whois services, so this may be a case where NameSilo isn't leaking their state for some reason, but there's a possibly whoever registered the domain was from in Arizona.

This is straight up instructions for how to commit a crime, instructions for how to sell illegal material, that certainly violates CloudFlare's own policies, and they seemingly did nothing about it? For months!
Was that the guy who owned the /court Discord server? I'm fairly sure at one point it had more members than /pretty. It's been a long time so I'm struggling to recall.
IIRC /court and /pretty were both official Doxbin servers, kt and brenton (the creators of the modern Doxbin) hung around there a lot

The maximum you can do (As far as I'm aware) is just report it to them to known agencies like the FBI, however, this isn't always effective, for example, more than a year ago Yuri (who's mentioned in the OP) was doxxed by the current owners of the Doxbin and (at least according to them) was reported to the police, unfortunately, nothing has come out of it
I personally planned the last section to talk about "Anti Extortion" Groups that try to combat these criminals, since they're currently a new trendy thing that everyone in the com is doing, but I think I'll still add the info on how to report these people just so people who want to help know how to

Another idea, though not directly related to law enforcement: maybe spread the news that services like Hostinger and Cloudflare not only harbor pedophiles, but are actively recommended by them.
