I hope they can get the terrorism charges to stick, since that's the only way they could realistically get a prison sentence longer than a few years. EU laws are comically lenient, especially when it comes to child sexual abuse.
I agree, although there is a growing impetus from international agencies to prosecute these crimes to a greater degree from a preventative angle. Looking at the UK, the country where you can get away with quite literally anything, Cameron Finnigan (or Acid) got 9 years - which is actually quite substantial in comparison to individuals previously convicted of similar crimes.

Prosecution frameworks will also be developed in response to more recent cases and crimes, internationally perhaps, bar the USA whom have been fairly diligent in giving more deserving sentences in comparison to lets say Greece. The more convictions, and court cases which are held - law enforcement and legal agencies will learn how to navigate these quite frankly modern & minefield-esque cases with a bit more finesse.

The double-edged sword here is the lack of wider publication or outrage from the public. Yes, they can't be internationally published in greater detail as a means to discourage those who may become copycats - but in tandem, that removes the vessel for international outrage from the public to grow in response to more lenient (or bullshit) sentencing.

Halifax police say a youth is facing several child pornography charges for allegedly being involved in an online extremist group whose members coerce children into harming themselves and engaging in sexual activity on camera.

Chief Don MacLean told reporters Tuesday that all parents should pay attention to this case.

"These groups operate in plain sight through the chat features on very common online social media and gaming apps," he said. "They connect with victims through the apps and begin grooming them."

Victims are manipulated into recording, sharing or livestreaming intimate images, acts of self-harm, violence against others, sexual activity, child pornography and animal cruelty, the police chief said.

"We believe the youth we arrested had, over time, communicated with hundreds of young people worldwide."

RCMP Sgt. Danielle Pollock with the internet child exploitation unit said the youth was an active member of an online group called 764, which is a subgroup of the larger Com Network. What sets this group apart from others involved in online exploitation is that its members aren't driven mainly by money.

"It works off of notoriety within the Com [Network] itself. That someone was able to get X, Y or Z to do this for me, most of the time it is just for the notoriety or clout."

Police began investigating the case in May following a tip from the Canadian National Child Exploitation Crime Centre out of Ottawa. They say the group uses the chat feature on social media and gaming platforms to connect with vulnerable young people, many between the ages of eight and 18. These platforms include Discord, Minecraft, Roblox, Telegram, Twitch and Steam.

Victims groomed to trust perpetrators​

Perpetrators may talk to their victims online over many weeks or months to establish trust and a friendship before manipulating them into performing such acts, Pollock said. That type of coercive behaviour is known as grooming.

Some of these victims are harming their pets, or cutting themselves, the sergeant said. "Parents need to be alive to and watching for cut marks, carvings in their children's body that are not just straight lines — that are names."

And she is urging parents to keep a close eye on their children's internet use. "You can't stop your kids from being online. But as parents, it is super important that we are alive to where they are, who they are talking to. And not just a quick check," Pollock said.

She said the Com Network is an international group believed to have started in 2020, adding that while the RCMP does not classify them as a terrorist group, many other countries do.

Dave Boon, Halifax police's superintendent of the integrated criminal investigation division, declined to say whether there were any Canadian victims of this Halifax youth, citing the ongoing investigation.

Police said they are withholding the age and gender of the youth — which they acknowledge is out of line with their typical practice — because of the seriousness of the criminal group, Halifax police spokesperson Marla MacInnis said.

As 764 and the Com Network operate worldwide, Halifax police are working with a number of partner agencies internationally, MacInnis said.

Parents, guardians urged to be vigilant​

In a news release, police urged parents and guardians to speak with their children about online safety and privacy and shared the following tips:

  • If your child is playing games online, put controls on who they can talk to. Talk to them about who they are playing with online and what kinds of conversations they’re having.
  • Encourage your child not to use headphones when playing online games. Keeping the sound on helps parents spot unsafe conversations with strangers.
  • Ensure children are using electronic devices in shared family areas and not behind closed doors. Keeping devices in open spaces helps parents stay aware of what children are doing online, who they’re talking to, and what content they’re viewing.
  • Remind children never to share personal details like their name, school, address, photos or videos on social media or gaming apps.
  • Be aware of who your children are talking to and take note if they start to become more private or withdrawn. Encourage them to talk to a trusted adult if someone is making them feel uncomfortable or pressured.

A Halifax-area teenager facing child pornography charges in relation to an online extremist group made a brief appearance Thursday in Nova Scotia youth court.

The 16-year-old boy is scheduled to return to court on Nov. 20 for election and plea.

Police said this week the youth is alleged to be a member of the group 764, whose members coerce children into harming themselves and others, including engaging in sexual activity on camera.

CBC News spoke with Matt Kriner, the executive director of the Institute for Countering Digital Extremism, to find out more about 764. The institute is a think-tank and consulting group that combats violent extremism and develops counterterrorism strategies in co-operation with police forces around the world.

This interview has been edited for length and clarity.

What is 764?

764 is a predominantly digital network that has occurred online and engages in a lot of really egregious harms that are driven in part by a violent extremist ideology, but in part by a desire to inflict as much harm and chaos in society and upon other individuals.

How big a problem is this group?

This network has become the dominant brand within a larger ecosystem of what's often referred to as the Com or community where extortions and doxings [compiling and releasing someone's personal information] and swattings [making a crank call to emergency services in effort to dispatch armed police officers to an address] are a very common occurrence. So this ecosystem is very dangerous. It's turned itself into quite a persistent threat that has challenged law enforcement globally in countering its rise.

Police said they don’t yet know of any other group members or victims in Nova Scotia. Is this an isolated case?

If we have the case of an individual, like there in Halifax, it is reasonable to presume there is other individuals that are victimized by maybe a different perpetrator or they themselves are a perpetrator as well. That's not to say we have evidence of that at this stage. But increasingly what we're finding is that once it starts in a community, that tends to grow marginally over time.

Police are appealing for people who may be victims of this group to come forward. But that can be easier said than done, right?

Once the individual has been identified, it can create a secondary and tertiary experience of trauma for them, as well as a revictimization, additional types of harms, such as another layer of doxing of family members, swatting calls to their house, persistent harassment online. So it is a dissuasion for many individuals to come forward.

HALIFAX — A Halifax youth facing charges of child pornography is scheduled to appear in court on Nov. 20 to enter a plea.

Police accuse the youth of being a member of an international extremist group that coerces children into harming themselves and engaging in sexual activity on camera.

The accused has been charged with making and possessing child pornography with the intent to distribute it, with distributing examples of animal cruelty, and inciting hatred against Black people.

Crown attorney Terry Nickerson said Thursday the case was pushed to Nov. 20 to give the defence time to review evidence.

“This was a very large investigation and the disclosure is still ongoing,” Nickerson told reporters outside youth court.

The accused, who remains detained, was not present in court for Thursday’s hearing.

And while the youth is scheduled to enter a plea on Nov. 20, that could change, Nickerson said. “That’s up to the defence and depends on the instructions they receive from their client.”

The youth was arrested earlier in October, after an investigation that started from a tip by the Canadian National Child Exploitation Crime Centre out of Ottawa. Halifax Regional Police and RCMP allege the accused was a member of an online group called 764 -- a subgroup of the larger Com Network.

Police say the group is a virtual community of people who glorify violence and cruelty and whose members use social media and gaming platforms to groom and coerce victims into harming themselves or animals, or engaging in sexual activity on camera. Police say the accused had conversations with hundreds of young people around the world, largely between the ages of 8 and 18.

This is my thought every time I hear about some girl getting extorted within these groups.

Girls, seriously, behind every edgy pfp in these groups is some Indian dude or fat lame 12 year old brit furry kid with a Thomas the Tank Engine fetish. They are all ugly, broke, no skill having losers. If they send you pics of themselves, there's a 100% chance they're catfishing you every single time. There are cases of girls sending nudes only because they were threatened: "I know where you live! I'm going to do something to you or your family if you don't send!" M.H. v. Omegle is an example.

Yet I've NEVER seen a case where a stranger caused real harm to a girl from online just because she wouldn't do what he said in the first place - only cases where giving in to initial demands led a girl down a long, dark path of continued threats. These predators often don't have the guts or know-how to carry out the threats. They just want victims who can easily be controlled by fear, and they have no ammunition that girls don't give them. They don't want to waste time on difficult targets; they'd rather give up and move on to the next. I really wish vulnerable girls understood this.

Threats are not used in the first instance because it's all about gaining leverage through deception. They only start once leverage is gained, and then the kid feels trapped.

I think a big difference between Matthew Felder and COM is that a lot of these victims have serious Stockholm Syndrome, which Matthew Felder never "provided". There's reports of a lot of the victims stressing out and getting violent with their own family when they are away from their COM circle, even if they've already been exposed. They make this their entire life with nowhere else to go. The victims at a certain point become almost as depraved and evil as the abusers.

Not too familiar with this particular scene but it's basically the 2010s Stickam/BlogTV capping days with amplified cruelty. Back then majority of girls were very much aware most guys were old dudes and didn't care. As others said it was all about the attention and competition with other girls. Blackmailing was a thing but those people were despised by the community in general. I used to advice girls to tell blackmailers to just fuck off which worked 99% of the time. I remember one girl I was close with had to deal with some guy actually contacting her parents and irl friends but she had already told them herself so he had nothing and looked like a clown. I can say from experience that once it's vetted and the information is deemed accurate, the details do typically get sent into alphabet agencies, etc. Dox files are usually sloppy so it can take some time to build onto them and gain a useful dossier depending on the target person's online footprint.
