I see Chris isn't taking the pets to the vet regularly. Even though he claims "taking care of the pets" is one of his stressful tasks in life.

He probably expected them to take care of him if his playing house video is anything to go by. He thought they'd do things like bringing him McDonalds and finding boyfriend-free girls for him. Instead he is stressed to find that not only are dogs not very good at being his new parents, they actually are relying on him to do things for them. It's a pretty good view of what Chris would be like with children.

Issue date on his new license is 7/19/16. Offense date for the lack of dog tags is 7/21/16. But he didn't post that he had the new license until 7/24/16, so if VA mails your license like a lot of other states, that explains why his old info is on this summons, if he was in limbo between licenses while waiting on the new one to be mailed. Surely the person issuing the summons would have to see some sort of ID.

edit: Yes, they do mail your renewal.

I've gotten parking tickets that were listed as a misdemeanor, which was rather shocking. It turns into a nothing summary offense when you actually pay the fine, though. It's sort of a disincentive to challenging it, I'd guess.

Yeah it's definitely just a tactic to get you to pay.

I'm guessing that one of his dogs slipped out of the house and was seen by a neighbor or caused some sort of problem. Chris never walks them so if one did get out, it would most likely run and be a bitch to get back into the yard due to lack of training. It could be some ween calling I suppose, but this seems a bit specific--how would they know the tags were expired? Just my thoughts.

Cats virtually never need licenses in the US. Plenty of vets, depending on locality, will still issue rabies vaccine tags with unique ID numbers to cats so owners can prove their immunizations are current.

Dogs require more diligence with respect to their care than cats do. Chris and Barb could optimistically be considered mediocre cat owners, but they do not have the competence or energy required for dogs.
