This has been discussed to death a thousand times. In the new forum software, there will be a time limit between when you open a featured thread (if you're reading it for the first time) and when you will be able to participate in the thread. This will hopefully deter the most casual, laziest, retarded posts from being made over and over again.

To be more specific, sure, it might dissuade some of them, or hell, let's be generous here, and say most of them in the situation. But all of them? Hell no. We all know there's always that one kid who breaks the rules, consequences be damned.
