He seems to not expect to "win" by getting a favorable decision from a court or tribunal. He seems to expect lucrative settlements he can pocket without cases being decided. He files some papers, the accused gets scared or does corporate-think (cheaper to settle than even to win), he gets money, he files more papers.
That was probably a workable strategy until he became notorious for doing it, and organisations like the JCCF started to offer the people he was victimising pro bono legal assistance.
You can see that the JCCF coming in to represent people worried him because he dropped those cases, much to the disgust of Devyn Cousineau. And he wanted a publication ban because not having one would expose him as a frequent or even vexatious litigant and ignite a media firestorm over the bogus nature of his waxing complaints.
I suspect that now he's notorious and organisations like the JCCF are on the case his money making scheme will end with people fighting him in court and getting awarded costs and probably to the RCMP finally investigating him for death threats, CP, harassment, creeping on minors etc and the strata corporation fining him for various acts of antisocial behaviour. I.e. he's screwed but he doesn't know it yet.
