He seems to not expect to "win" by getting a favorable decision from a court or tribunal. He seems to expect lucrative settlements he can pocket without cases being decided. He files some papers, the accused gets scared or does corporate-think (cheaper to settle than even to win), he gets money, he files more papers.

That was probably a workable strategy until he became notorious for doing it, and organisations like the JCCF started to offer the people he was victimising pro bono legal assistance.

You can see that the JCCF coming in to represent people worried him because he dropped those cases, much to the disgust of Devyn Cousineau. And he wanted a publication ban because not having one would expose him as a frequent or even vexatious litigant and ignite a media firestorm over the bogus nature of his waxing complaints.

I suspect that now he's notorious and organisations like the JCCF are on the case his money making scheme will end with people fighting him in court and getting awarded costs and probably to the RCMP finally investigating him for death threats, CP, harassment, creeping on minors etc and the strata corporation fining him for various acts of antisocial behaviour. I.e. he's screwed but he doesn't know it yet.
 
I'm really surprised he didn't just drop the three cases he did follow through with at the HRT after his victims got JCCF representation. I guess he thought he should at least try to jam his bullshit through a few times to see if it'd stick, lawyers or not. If he does win (because clown world), we can expect a never-ending stream of these stupid cases from now to eternity. If he loses these cases, I suspect we won't see any more of them since he won't be so overconfident that he'll automatically win just by filing. He'll try to move on to some other grift.

I think it's still his strategy - it's just more and more a failed strategy. He's still constantly filing complaints and threatening lawsuits to coerce people. I agree that he's getting away with less and less, but he continues to scan everything around him in search of litigation targets.

It's even crazier that the HRT wouldn't allow that. You'd think "I withdraw this complaint, and I'm not going to testify or provide any (further) evidence to support it, and I'm not going to talk to you about it anymore" would be enough to make even a kangaroo court back off.

Devyn didn't exactly forbid him from closing any cases. What she implied in the 5/30 ruling (it's in the megathread) is that if he kept withdrawing cases b/c respondents got counsel, the BCHRT would take that into account with the rest of his cases and any new ones he filed. They could dismiss them outright saying he was vexatious, for example. And they still can and regardless of anything in writing probably will.

As soon as he asked if there was a limit on 'damages' he showed his true colours.

That said, I see your point, but after months of intently observing this shitbrained mongoloid I sincerely don't think he is evolved enough to feel things like embarrassment or humiliation, let alone bust nuts over it..

Wow. Just wow. In a real, competent jurisdiction this wouldn't have gotten as far as it has. I am not sure why I am surprised outside of expecting even a podunk courthouse to tell him to fuck off for that little line.

They need the money to dig up bodies to take back to Israel, it's not cheap.
