No, he's never been a juggalo as far as I know, though I'm honestly kind of surprised he hasn't. He's exactly the sort of wannabe edgelord suburban white kid that they appeal to. And he's roughly in the right age group too. It might simply be that he never heard of or encountered ICP back when he was in high school, or the juggalos there shunned, ignored or even intimidated him. Most likely though his overbearing mother didn't allow him to listen to any music that she didn't approve of. All we really know about his musical tastes are that he enjoyed boy bands and J. Lo, which is hardly the type of thing teenage boys would admit to listening to. Given that he was a tard, its likely he didn't get to choose what he listened to. Its a pity because, as you said, juggalos probably would have been a better path for him to go down than his current SJW bullshit.
Oh it won't last. Phil is incredibly good at fucking these sorts of things up. As you said, he either gets cocky or he steps out of line. Or the people he's hanging out with grow out of it and he doesn't. Phil is really bad at reading groups... actually its interesting, he can pick up on some things surprisingly well but then miss something that would be glaringly obvious to a normal human being.
Anyway, I'm curious if we have any more on any of his other friends, given that they're almost certainly lolcows in their own right. Except unlike Phil they may provide us with some fresh content.

The primary trait that makes someone a serious lolcow seems to be the ability to draw attention to themselves combined with an inability to realize that your behavior is so ridiculous that everyone is laughing at you. Phil has been losing the ability to draw attention to himself; he's still a tard, but he's a boring tard and if he keeps it up, he won't be a lolcow anymore. If you gain the self awareness to realize your own behavior is getting you laughed at and stop behaving in ways that get you laughed at, you just aren't a lolcow anymore.
The first one just means you're boring, but if you get any excitement in your life, you can easily make a comeback. That second one though, as long as you can maintain self control and self awareness, you're kinda lolcow proof.
Of course, this doesn't account for intentional lolcows like Shadman or Ghost. They have the self awareness to realize that they're being laughed at and they're rolling with it. Honestly? If Chris had a little self awareness and started making youtube videos again, he could have made a decent amount of money back before youtube started demonetizing everything.
