He wants to be a cop, but that won’t happen. They require qualifications like “basic intelligence,” “physical fitness” and “not sticking a loaded gun up your ass.” He sees Antifa as his way of getting that, much as being “security” at the Red and Black was. More than once he’s said that Antifa should be in charge of law enforcement and he’s said things that imply he thinks they already have that power (or is pretending they do). Sad, really.

Phil thinks Antifa is some kind of alt-police force that roams the land freely enforcing its whims without any intervention from the actual police force. All he really wants to do is dress up and feel tough.

Ngo and his buddies have more to be concerned about with Antifa seizing control of the US Government than they do with Phil being violent towards them.
