I'm not sure what Oregon law says about filming people in the street, but I'm certain it doesn't allow the subject to cause material damage to the cameraman.
Edit: I found this but it is not explicit about filming people in public spaces:
I guess it is allowed, then, to film people in a demonstration, but this still doesn't imply permission to make such recordings public.
It's basically what's called reduced (in this case pretty much zero) "expectation of privacy"
Not only is Phil (ostensibly, he's not doing shit) doing these actions in the public space
BUT moreover (not that you'd need further argument) these actions are demonstrations : signage, chanting, destruction of property and/or injury of persons performatively attached to an identifiable cause or grievance (we stole the flat screen TV...to protest racism!...yeah...that's the ticket)
display/attribution is a necessary component otherwise it's just "awww, the Target got trashed by looters"
