Doing a little detective work, Disney's Saludos Amigos , the film on the theater marquee back there, debuted in 1942. And I can't imagine it wouldn't have a first run screening in a major city, so, that's probably early WWII, 42' - 43', and the late 30's is about when decent (though washed out to our modern eye) color camera film became widespread for "everyday" use. Oh, and I somehow missed the "BUY WAR BONDS" sign on that other wedge-shaped building on the corner in the background..... so yeah, unless you can prove me wrong, 42'
