So "Glow in the dark CIA niggers" meant the incompetent black government stooges who he could still see in the dark because their eyes and teeth would glint at him on the road as he drove. It sounds really, really random to a normal person and it caught on as a meme because people imagine a sort-of radioactive glow instead.

As far as the theory of mind goes, schizophrenics build these very detached ideas of reality and then when they talk to you they assume you already have an understanding of these same ideas that they basically made up themselves. That's what sounds crazy to people.

I dunno about the glow part. Maybe he did catch glimpse of radioactive glow in the corner of his eye.
As for the nigger part, I find it interesting that spooks in us english is an alternative term for niggers, but at the same time CIA agents who do dirty under over shit are also called spooks since the vietnam war. Maybe thats the connection.
Schizophrenia is really an umbrella term for countless types of insanity. I know that doctor joke "we put schizophrenia in the diagnose and after that try to figure out what is actually wrong". People like Terry and the subject of OP are just very noticable. You dont hear about catatonic schizophrenia as often but its just as scary.
