In order to qualify for asylum in the U.S., you have to show that you face persecution on the basis of "race, religion, nationality, membership in a particular social group, or political opinion." The prospective punishment doesn't factor into it. The reason why you are being punished does.

In the US, you can only execute someone only if the government permits you to do so. Likewise, you can only hit someone in Singapore if it's allowed. While these laws may seem like bull in this context, these same rules prevents society from falling back to anarchy.
