I think that, and you think that. But as long as this gets filed under "personal choice" we need to tread very lightly.
The only issue I would take with that is that there are already PLENTY of instances where you can CHOOSE to do something to your child...and you're punished for it and it usually happens in the name of protecting the child's health and safety. Someone earlier in the thread said that it's a personal choice to self-mutilate, but you're not allowed to choose to mutilate your child. You can choose to keep your kid locked up in a closet for years and years, but when it's discovered the child is taken away and you're thrown in jail. Courts have held that, in life-or-death situations, a parent can't refuse a life-saving procedure for their children, even for religious reasons.
So I don't think that "personal choice" is a legitimate enough excuse to not punish parents who refuse to vaccinate their children. With vaccination it's especially important because it's not only the one child at risk, it puts at risk the community as a whole by endangering those for whom vaccines aren't an option (weakened immune systems, allergic reactions to vaccinations, newborn infants etc).
