I've only really been looking into DSP since the bankruptcy started so I wasn't around for that but I did just watch some videos on it. Reading through the comments sections some people disputed that it was specifically a server pc, but would have done well as one. He just picked the most expensive parts and expected to just turn it on and be able to do everything.
I think the conclusion was that he way over paid for what he got, chose a poorly optimized game to test things on, and was encoding and streaming on the same PC in 1080/60 hq settings without doing any optimizations and using a software encoder the whole time. Sounds like he was also running off the motherboard integrated graphics chipset rather than the graphics card. All he needed to do was use a separate pc to stream and take a little time to optimize his settings. I'm not sure if he eventually tried to fix some of these things or just immediately gave up assuming it must be the shitty pc and totally not him.
What do you think it was?

I'm going to give him more credit than he deserves and say he complained a bunch and got advice from his piggies. Then he ignored/dismissed the advice as stupid or claimed to have already tried before shoving it into a corner rather than dumping it in the nook right away.
And thanks to pigpiggo for making it easy for me. That seems to be the case. So I guess it ended up being a 3k Google machine pretty quickly.

Well, you still need to clean a portable AC unit (ANY AC unit needs SOME sort of routine maintenance and upkeep...). Knowing how much of a dust-bowl that his office is, it wouldn't at all surprise me that the portable unit he had shit the bed due to uric acid crystals and the dust bunnies of Caerbannog. Honestly digging up this video made me realize I had made the assumption he was actually getting a proper window AC unit. The kind that has the radiator outside the living space you're trying to cool. He most certainly is still using one of those portables just like he has here where the radiator is inside the room and the air that you just chilled is being sucked back in and used to vent out the heat removed from the air it just cooled. Those portables are only good for windows that can't handle a regular unit. Though I'm sure his gated community HOA would probably fine him if he did put in a regular one. Phil probably also sees normal window units as something for poor people and not super successful Content Creators such as himself.

He stated in a video that he is not permitted a window unit because his office window is above the roof (garage?) and any water from the AC would damage it.
edit: timestamp 1:04. He also says "they don't allow [window units] in this facility" (instead of in that window specifically), which seems like they might just consider them an eyesore.

Entirely possible. For a very short period I rented a condo in a very high end area. I was specifically told I could not have any air conditioners in any front facing windows specifically because it was an "eye sore" (despite living on the 5th floor where nobody could see the windows). Some condo/hoa enforce weird and oddly specific rules, and can kick you out of the community for breaking them.

Even living outside a gated community can be rough. When I bought my house from scummy white trash I had my work cut out for me. It was a gut job. They left everything that wasn't of value in the house and all over the lot. Door kicked in. Etc.it was a gut job, We went to work on day one and I shit you not, every old lady in the neighborhood came to offer their input. I was a 30 year old in an established neighborhood, and they all let me know that things need to go their way. My house needed to be painted a certain colour, can you please clean up your yard and move the bfi bin, please? I'm glad they're gone but you seem a little young for this house. And I'm just sort of standing there with a crowbar and a few tones of debris around me trying to figure out who the fuck these people are, telling me how to present my house that I've owned for less than a day. Old ladies can and will be the bane of your existence if they get something up their ass about you.
