He literally has no power. And he's an advisor to a President
These two statements contradict. True, Fauci has no direct control over legislature or mandates, as if he's some Grima Wormtongue or something. However his voice is the voice of "the science". It has been from the start and that was a bipartisan and cross-media representation of him. Therefore the legislators and mainstream (and social) media defer to his PhD and position as both Director of the US National Institute of Allergy and Infectious Diseases and Chief Medical Advisor to the President.
What he says and suggests holds a lot of influence on the direction everyone takes, including the President and his administration
and state legislators. He's not alone in having such power (see: CDC) but he's long been and continues to be the face of it, so to speak.
Either way, getting angry about Fauci is totally justifiable and blaming him is appropriate. It's just that he doesn't bear all the blame.
Every single mask mandate, lockdown, social distancing recommendation, or whatever, has come from STATE governments, municipalities, and in some cases, private business owners making their own rules specific to their own businesses.
Yes, who ALL establish their mandates/rules and make their arrests/fines/whatever penalties against violators of said mandates/rules based on presumption of medical science as informed by the CDC, Dr. Fauci and others and on the guidelines from higher government.
As for the President having no power and how it's only up to local state governments, etc. That's not entirely true and you know it. He has the power to turn this into a bigger ordeal with overreach, or simply to penalize states which don't follow along under the guise of said states "endangering public health and welfare". He also has the power to incentivize states to follow along. Hell, we knew about the President's power to incentivize states into following along back when we learned about Common Core and Obama's rush order to make that part of public schooling.
That was just education. This is health and public safety from a pandemic.
However, neither incentive nor penalty seems needed so it's not exercised, since the vast majority of state government branches are in accord with whatever guidelines are established upon "the science", hence why they've arrested and fined people for praying together outside, force shut down churches and funerals, etc. And the businesses/private sector are very happy to go along. Whatever the science says, they'll shift and conform their rules to mirror as they see fit.

Fact of the matter is, although there's variation between them, businesses and local governments defer to higher authority, which in turn defers to even higher authority, which itself establishes "suggestions" and guidelines ultimately given extra weight by "the science", even if said science is unscientific arbitrary inanity like double-masking or wearing masks when outdoors by yourself.
No one wants to be a Trump and get regarded as failing to safeguard public health. They don't want to be in opposition to the science. Consoling yourself with "this is what they want to do but they simply don't have that power, they're not dictators" is falsehood. They don't need to be dictators-- they have the power, and even without that the private sector and lower branches of government will enforce that supposedly absent power one way or another, collectively in their own way, even if only for their own interest or because they sincerely believe it's all scientifically founded to be in the public welfare's best interest.

Always gotta blame the toupee wearing orange, don't you? Trump is to blame but not singularly and you know it. Bipartisan slavering and mass media hooting for Fauci is the same as ever (with Republicans infighting about it now I guess and Fox being uppity). And no, Fauci is not singularly to blame, but the guy is part of the problem and was--on both isles unto this very day--presented as the face of it.
Also God forbid it's "mainstream epidemiological science" to think wearing two masks is doubly effective for anything other than breathing your own exhale or that herd immunity is now literally everyone getting vaccinated.

EDIT: I'm months late on this (happened back in February) but apparently the President signed an executive order and the CDC made an emergency order to both give the TSA power to enforce the federal mask mandate
So there's also that for a President who supposedly has no power to enforce such a mandate, because he's not a dictator
