They aren't teasing them unfortunately they are currently training several hundred pilots on F-16 in UK and US and getting them up to competency on new weapons system takes 6 months min. Do not be surprised if they use the propaganda around Ukro offensive to announce they will deliver jets next. If Ukros bungle offensive or if the Russians make major breakthrough they may walk their promises of jets back but currently we are on track to have them start fielding NATO jets by mid/end of summer at earliest more likely next fall. To be fair, it says "Tanks and other armored vehicles". "Armored fighting vehicle" includes, at least to my understanding, anything that has a weapon on it - tank, APC, IFV, a Hummer with a TOW, or MT-LB with a 7.62mm machine gun on it. Given that they started with almost 3000 APCs alone (of varying quality and combat readiness) and post-soviet countries throwing their ancient stock at them, I wouldn't be surprised if that number was close.

I will take this is good faith. It is not just design to production but design to the point of being able to field at combat strength. Take the F-22 program the program for that began in 1981, the first prototype flew in 1997, the first military trainers/testbeds in late 2002, the first airframes entering full military service in 2005, those squadrons from 2005 did not come up to full strength until 2011 with last productions deliveries and the plane did not fly its first combat sortie until 2014. The Raptors also can be serviced/upgraded but the production line for the airframes is already no longer in existences so every time we lose one that is it gone for good one less in the world forever. Also every 300 flight hours the airframe has to go out of service for 1-3 months of overhaul. That is 1981 until 2005 or 2014 if you want to split hairs about combat use which is 24 and 31 years respectively; also the modern military is nowhere near as efficient as the military of the 80's-2000's with the guys who still fought real wars still walking the hallways.

The majority of pilots are not killed when they are shot down and if you are shot down over your own territory you don't have to worry about capture. Also flying an F-16 is not rocket science and someone can do it with enough proficiency to drop a bomb after 6 months on the stick reliably. Dog fighting and more complex maneuvers sure you need better trained pilots but to use to simply deliver ordnance over your own AA defense grid you don't need that.

Not really. Startup checklist is the hardest sequence to learn when flying most modern fly by wire aircraft. What takes a long time to learn are the various weapons systems and targeting pods the planes have along with complex maneuvers like dogfighting. With modern fly by wire, like F-16, the plane does 99% of work and will prevent you from making stick inputs that would put aircraft into stall. You could teach someone just to fly an F-16 who already has minimal previous flight experience, i.e. they have basic flight training, in a single afternoon if you wanted to. Weapons systems range from 30-90 days of training to reach proficiency per system but if you are just releasing preprogramed ordnance via GPS or handing off to a AWACS then you could teach someone to do it in a week or two max. Dog fighting is something that is pointless to try and teach Ukrainian pilots due to the amount of time to reach proficiency.
