My understanding of the comment was that there was no surgical intervention, but simply wearing heels long enough that the tendon grows shorter from the constant posture.
I didn't believe it at first so I did quick research.I can confirm this. My 86 yr old grandmother has worn kitten heels her entire life. She cannot wear flats comfortably.

Apparently it's true. I'm sure you could fix it with some stretches/yoga and walking around barefoot in your house but your body does adapt to wearing high heels over time.
