What book has the most up-to-date rules on designing <echs? And how reliable is the Mech builder on

I had to give up on looking for a proper UAC20 scout and settled on using Dragonflys all through Luthien and Tukayyid. I wound up losing a bunch of veteran pilots because of it, including one of my original Mechwarrior team. The rest of my company did really well (18 Timber Wolves, 6 Dire Wolves; no pilots lost) but though we carried the day, roughly half of my poor Scouts got stompied.
Since I can't find a Mech that meets my needs in-game, I ran some numbers through that builder on Remlab. If it's accurate, it looks like a 55 ton Omnimech
- with a 330 XL can have max FF armor, the same running speed as a Wasp, 180m of jump, full ECM/BAP, a UAC/20 with a couple tons of ammo, and have space left over for several CERLs of M or S size.
- with a 385 XL can have max FF armor, better movement than a Wasp, and full ECM/BAP, but would be limited to a CERPPC and CERLs instead of a UAC/20.
I'd like to check these against the most current in-book system if I could.
(also, how does a merc company go about building their own Mechs, anyway? I know Wolf's Dragoons does it; is there a good book with rules for turning your own merc regiment into a self-sufficient outfit like the Dragoons?)
