I think even the WORST arcade cabinet was of higher quality than actual shovelware, considering the number of corporate and industrial levels it had to pass through to get made would ruthlessly weed out anything that could earn the name.
I've played a few things on MAME and back in the day that definitely count as shovelware. The arcade boom of the early 80s had some real shit manage to get out there, and for a lot of amusement distributors back then, if it put an image on a screen and could be hooked up to a coinbox, they would put them in laundromats, corner stores and bowling alleys with no discretion.
